Affected Items & Short Rationale

  • C/B #7

    • Requires that all NPC agendas be made available in advance, and that all NPC minutes be released in advance;

    • Also creates “major motions,” covering major expenditures and rules changes, which would require 30 days’ advance notice to the membership.

Why Is Build Endorsing C/B #7?

  • DSA can’t be democratic if the membership doesn’t know what’s going on.

    • There is currently no rule stipulating that the NPC keeps the membership informed in advance of its regular business.

    • We need stipulations requiring public agendas and meeting minutes to keep members informed and the NPC accountable.

  • The NPC must include membership on major decisions with plenty of time for discussion.

    • Major decisions should require at least one month of discussion.

Frequently Asked Questions

Concern: What if the NPC has to make quick decisions, and doesn't have time to inform the membership?

Answer: Staff and the Steering Committee can help ensure the organization can deal with rapid response situations. However, major organizational decisions should require discussion and input from members, and time to deliberate.

Concern: What if there’s confidential or sensitive information that can’t be in the minutes?

Answer: The NPC can still call executive session as needed. This shouldn’t stop regular business from being reported on the agendas and minutes.
